MOMO-0201 – Enhancing pharmacy practice through unified efforts and close cooperation in Norway

Since 2001 the pharmacy market in Norway has been deregulated, with few restrictions for pharmacy ownership. To open a pharmacy, two licenses are issued by the Medicines Agency: one for the ownership of the pharmacy, and one for the operation of the pharmacy. Only individuals who hold a Master of Pharmacy degree (a 5 year university degree with a minimum of two years post-graduate experience) can obtain a license to operate a pharmacy.
The deregulation of the market triggered the establishment of pharmacy chains, and today the market (1055 pharmacies, 35 of which are hospital pharmacies) is dominated by three pharmacy chains: Apotek 1, Vitusapotek, and Bootsapotek.
All Norwegian pharmacies are members of the Norwegian Pharmacy Association, and close cooperation and structures have been developed to strategically integrate the pharmacies into the health care system.
Despite the deregulated market and a high degree of competition between pharmacies, there is a long tradition for close cooperation to develop pharmacies as accessible health care providers in society. This session will share how Norwegian pharmacies and the Norwegian Pharmacy Association cooperate on a national level to develop and support the pharmacies in their daily business.
It will include presenting models for cooperation when developing national services and when deciding on educational activities offered to both pharmacists and pharmacy technicians, as well as how national programmes are initiated and founded.

Rwanda’s 4x4 strategy is a comprehensive workforce development model aimed at strengthening the pharmaceutical sector by enhancing education, regulation, service delivery, and leadership. This innovative approach has played a pivotal role in building a sustainable pharmaceutical workforce, addressing critical healthcare challenges, and ensuring long-term capacity development through a structured and strategic framework.
This session will highlight the achievements of the 4x4 strategy, key innovations introduced, and lessons learned, along with measurable outcomes from its implementation. The objective is to share actionable insights that can be adapted and scaled by other FIP member organisations to strengthen their pharmaceutical workforce development programmes.
